I'm worried they'll borrow, steal or gamble again

That worry is real and it makes sense.

Lock up cash, cards and valuables. Don't feel guilty about it.

Tell relatives not to lend money. This protects everyone, including the person gambling.

If money or items go missing, say so directly and follow through on your boundaries.
